Progressive Responses to 'State Failure'

Introduction
This project focused on how progressives should better address the issue of 'failed and failing states' and poor performers, and the policy responses needed to promote more effective states. This project was carried out in partnership with the German think tank Friedrich Ebert Stiftung (FES).
The ippr and FES held a one day symposium in October 2003 to discuss how progressives should better address the issue of failed and failing states and the policy responses needed to promote more effective states.
A key area for discussion at the symposium was the differing ways in which these issues have been dealt with by the US and by Europe. The crisis over Iraq was the cause of huge international divisions. We therefore invited representatives from a number of European countries and from the US.
The report, Promoting Effective States, was an initial attempt to sketch out a progressive policy framework in this area. More details can be found via the link below.
Publications
A massively strengthened international effort is required to tackle ‘failing’ states. The authors propose a new global agenda to address ‘failing’ states, and make recommendations to the governments of developed nations and international organisations.
